With the exception of the pilots you start with and the ones gained during missions, all pilots must be individually hired from the "Purchase" section.

Pilot ranks and skills

A pilot's rank is determined by their abilitiy in four skills: gunnery, piloting, jumping, and sensors. Each skill can be increased during missions. The ranks, from lowest to highest, are: green, regular, veteran, and elite.
